Then if you have the qualifications with the right 'key words' it will roll through the system of a human being looking at resume. Almost all those government jobs use a keyword database or some sort of automated selection process before selection for interviews. Make sure he goes through specific job adverts and uses the same wording that the ads do.
Make sure he goes to any trade shows or conferences where government reps will be at. Make sure, too, that he checks out government-owned agencies, boards and corporations - they often have different recruitment sites.
To be frank, unless he's hired through some internship or youth training program, he's probably better off to try and get a private sector job with lots of public sector contact - that's how most of my co-workers got into government. Most companies will use an automated computer system. But, what's wrong with that? If his resume is accurate...they will find him easily. One way around that is after he submits his resume...call the place to verify that they did receive it. Then they have to look at it. Hope that helps and good luck! :)

I don't know if they use an automated system to check for keywords but he should be modifying his resume for every job he applies for anyway so make sure to add some key words.
